I use an Extec light meter at work for front end design assessments in lighting projects. It's an exceptionally accurate meter. Extec has a very good reputation in metering equipment. Wondering if the Extec EC400 is an appropriate and good meter for our reef tank.

No, the EC400 only reads to 20 mS/cm, while 35 ppt seawater has a conductivity of 53 mS/cm,

I’m sure they have higher reading units, however.
