When did you last calibrate the refractometer, and did you use RO/DI water or 35ppt calibration fluid? Refractometers have a very short accuracy range and must be calibrated at or near the target. Either way, I would get confirmation before changing anything. 1.023 is not that far off... it's not going to kill anything in the next few days if that is the correct reading.
It's probably been this way since Monday when I did the water change. I'll hold off till Tuesday when the lfs opens up so I can double check.
