Salt mix dissolve question

I had one of 4 bags in a 200G IO reef crystal box that the salt seemed like it had been wet. There were large chunks of solid salt. No idea how it happened (no evidence of H2O damage or anything). Regardless, when I broke it up and tried mixing with RO water, overnight it dissolved down, but there are particles floating that seemed unmixed and the salinity is lower than what I normally would expect. Will it eventually fully dissolve? Can I accelerate by using a power head to add more flow and heat? I normally use a huge whisk to mix the salt, then in the AM it's fine.

Most likely moisture. I found that the salt that I use need to be tightly seated and place in a bucket with a lid or it turns into a block. Power head is perfect to use and I would also suggest breaking the clumps up in smaller pieces to speed up the process

I'll speculate that what you're seeing with the white flakes are calcium carbonate that precipitated when the salt picked up some moisture. It won't dissolve (at the current pH). This water can still be used, but the alk and calc numbers are likely low....and you could simply adjust them up.
