What are you using to test? Have you double checked, or tried testing with multiple devices?
I do not use Neo Marine, but ran into a situation where my salinity was 1.022 when I thought it was 1.026 in my tank due to a inaccurate refractometer.
 
I don't pay any attention whatsoever to what the bag/box/bucket says. I use whatever amount it takes to get the water to 1.025. In my case, I use RC in a 55g barrel. It takes one 50g bag plus ~7 cups.

Im using a perfectly calibrated refractometer and I confirm with another kind that I just dip in the water with the little scale on it.
 
I use NeoMarine and have found it to be pretty accurate. I get the 150 gallon buckets though. I have always intentionally mixed slightly low initially and added salt to get to the desired SG (just to eliminate human error), but the total amount used seems dead on.
