Does anyone else get a sludge that eventually builds in your salt mixing barrel? After a while, mine builds a brown film that is on the actual plastic and the also starts to float in the water. I assume this is some sort of precipitation due to me leaving salt mixed in it for days at a time sometimes.

anyone else have this issue? Is it safe? Should I have to be worrying about cleaning it out monthly or something?

This is common with instant ocean. It just can be cleaned out over time. Many more advanced salts do not have this issue.

I use Red Sea Salt. I’m fine with the film as long as it is safe. I just did not know if it caused anything negative in the reef chemistry.
