It would be one heck of a start then you can add to tailer what you want to accomplish.add a new light system dump the bio balls.

What's FOWLR? I was planning reef, but I wasn't aware of another type.

FOWLR is fish only with love rock. As far as reef ready I don't think this is a deal, light won't work for you. You also will need a heater.

Doesn't look like it comes with a stand either, I'd say definitely pass you'll find better deals.
