It's probably just beneficial mulm covered now so I wouldn't mess with it.

Its part of the biological ecosystem which exists in the fuge area and even a given sump and best left undisturbed.
Some reefers vacuum it out but no need to. Its very similar to a running stream in which the water is clear, but then murky when disturbed. Its not attractive looking but beneficial
