Sapphire 39 water flow over socks?

I’m relatively new to setting up a sump. Recently hooked up a Trigger System Sapphire 39. But had a couple questions.
1. The flow over the socks is greater over 1 then diminishes greatly over the next 2 away from the drain overflow. If I put a sponge instead of the socks the water barely reaches the end of the sponge. Is this normal? Seems like the socks should be a tad lower.

2. My sump is only about 2/3rds full. Anything more than that if my return pump breaks down the sump will overflow with water. Is that generally how fill sumps are?

Can you get a pic of the sump, so we can see the levels in the chambers? That would help out a ton to see if all is set right.
