old post but thought I would respond, once its out of the water it dies from what I have seen. I can get some from off the coast of Florida (gulf of Mexico). I fish 10 to 15 miles offshore and run into weedlines of it all the time. Have not seen any regulations on it. There can be all kinds of hitch hikers on it and as far as functionality in a refugium, have no idea.
