SCA-301 Skimmer

I bought an SCA-301 skimmer recently. My tank is not setup yet. I have a question on how to read where the numbered settings are compared to the opening of the blue tube.

I have marked the notch with white so you can see where it is. In the pic, the notch is facing "MAX", however at the very bottom where it's opened it looks like when the tube is inserted it would actually be closed off and not max?

Is that how it's suppose to be or did the manufacturer put the notch incorrectly??

And in the following picture, when the tube is turned around. The notch is facing to the "OFF" position, but the opening at the bottom of tube seems to be open where water would enter the skimmer.

Looks like its max flow out to me. If it was turned the other way, it would be off, not alot of water would make it past going down. Unless im totally confused, but the bottom pic is full open, correct?
 
Ok, not sure how to explain. But the bottom pic appears to be fully open. When the blue tube is put all the way down in place. Water would be able to enter the cone of the skimmer. This is the botto pic. However where the notch is pointed, it says "off" position.
 
Water exits via the blue tube. It enters the skimmer through the pump. Reefing Madness has it correct. You do not turn off the skimmer via the blue tube you only use it to adjust the amount of water inside the skimmer. Max would mean that the water lvl inside the cone is higher, Min, lower water lvl. only way to turn it off is to cut power to the pump.

Ok, now I understand how the skimmer works!! Thanks! I've never owned a skimmer and really had no idea on how it works. So water enters thru the pump and exits thru the blue tube. I guess what confused me is on the tab where one sets the levels. It reads off, 1, 2, 3, max. I guess the "off" is what really confused me.
