Scopa tang spots

So I got a scopa tang a few days ago. Now within 2 days it has developed spots is it a bacterial infection? I had a black cardinal that died of a bacterial infection a few month's ago. None of my other fish are bothered at all.

My two tangs develop the white spots out of stress when I upgraded my tank. My blue neon goby got to work and cleaned the fish from the ich in a couple of weeks. The fish enjoy the blue neon goby cleaning them very much.
