Scopas Tang is Dying !!!

I woke up this morning to find my scopes tang not being to well. He was fine last night before I did my water but now he isn't doing to well. This is strange he has been fine but now he is not. Is there anything I can do for him or is he a gonner.

Can't see much in the picture. Can you describe any symptoms you see? Rapid breathing, color loss, etc.
How long have you had the fish? And have you added anything new to the tank that was "wet"? Like other fish, snails, corals, etc.?

He has become very skinny and is laying on his side and not really moving from that one spot. I added 2 gobys about 2 weeks ago but I don't think they would be the problem
 
How old is the tank. What did you cycle it with/how did you cycle it. What’s all the data from your test kits? Is there any viable marks on the fish? White spots? Just by looking your sand is fresh out the bag so I’m guessing new tank?

The tank has been running for 2-3 months. I cycled it normally no additives. They tang had something that looked like white spot but then it disappeared
 
You confirmed by testing 0 ammonia? White spots would be ich but there would be more than one at this point if he’s that out of it. If you can get some better pics of him and maybe we can see something. Also if you’ve tested your water post all your parameters, we have to know the science of the tank as well!

I cannot get a good photo of him since he is behind my rockwork but i can show uou my water parameters from last week since I haven't tested this week's. The parameters in the grey are the latest.

if that salinity is correct it says 28 which is way too high. fish do not respond well at all to salinity rising
 
Your salinity went from very Low to very high. That alone will cause issues. As Big G asked, any unusual blotches, spots, salt grains, redness. . . anything ?
WHAT WERE YOU FEEDING IT?
Also. . . age of tank? If newer tank, you may have had ammonia spikes along with LOW salinity and insufficient diet which will end up in this result.

I was feeding his this stuff and now that I had pushed him out of hiding he seems to have blotches on him

Fish has become skinny and has got brown blotches on his fins
 
Have you seen its poo? Is it white and stringy?
 
I believe it has internal parasite hence the pinched in body.
Additionally, the algae is not enough. At minimum, you should be feeding:
Mysis shrimp
Plankton
Spirulina brine shrimp
LRS herbivore diet
Nori
Formula 2 flake and frozen

Try live brine shrimp. Also add liquid vitamins to water as well as a product called ENTICE by Seachem
