I found the article's title to be misleading regarding its content. The article is specific to Hawaii. I, personally, was unaware that although the extraction of coral and live rock from Hawaii is not allowed, there are, at the same time, no regulations in place regarding fish collection. It certainly should not be a free for all and a better system needs to be implemented to manage the health and sustenance of the entire reef, including all inhabitants.
The article's title should read something like, "Is now finally the time to implement regulations on the collection of reef fish in Hawaii?"
