Sea Urchin Novice

Hi! I’m new to this forum and saltwater fish keeping in general. I’m a biology student, so I’m poor but willing to learn. I recently acquired a sea urchin from one of our labs (the experiment was over and they were getting rid of them), and threw together a setup as quickly and cheaply as possible. I have a small (1 gallon tank) with an air bubbler, filled with Instant Ocean. I also have some algae sheets to feed him (although he hasn’t touched them.)
To my extreme surprise, the sea urchins is still alive. However, I know he’s not thriving, and he isn’t active, even at night.
I’ve read up a bit on basic saltwater keeping, but it’s mostly geared towards experienced aquarium-keepers, and I haven’t even had a goldfish since I was a kid. I also visited my local fish store. They haven’t had any luck with sea urchins, and didn’t have much advice. They said that they could help me set up a tank, but it would cost, at minimum, $300-400. I can’t spend that much, at least not right now.
Assuming my sea urchin continues to survive, I’d like to make some improvements to his tank. I have about $25-30 a month to spend on this. What do you think I should buy?
Any additional advice? Anybody successfully kept sea urchins?

P.S. I know this whole situation isn’t ideal, but I already have the sea urchin, and I wouldn’t dream of getting anything else until I’m actually prepared. I figure he was free and he was going to die anyways, so I might as well give it my best shot.
 
I think it's a Lytechinus variegatus, from Florida.

Wow interesting urchin!
I would keep trying different macros till you find one he likes.
 
How is your current tank set up? Heater, filter, ect? Maybe try to find some live rock with some coraline and see if he eats that. Also maybe ask your lfs if they have nussance algae they'd be willing to give you to try (it might make the tank untenable in the long rung if the urchin doesn't eat it but its a small tank so tearing it down and starting it again wouldn't be the worst option). Also are you making sure to top off the tank daily with fresh water to avoid salinity swings?

I don't have a heater or filter yet, just a small airstone bubbler. Is a heater or a filter more urgent in the short-term?
So far, I've been using filtered tap water, set out to dechlorinate overnight. I can probably pick some RO water up next time I go to the store.
I'll check with the fish store. I know they have live rock, so I might get some of that if they don't have the algae.
 
Umm heater is the most urgent. They're also relatively cheap (definitely under $30). Don't skimp on one though and get one rated for at least 5 gallons. Do some research, pretty sure most of the pico heaters are crap. Also you may want to put it on a timer if your house gets really warm during the day to make sure that it's off. I Just don't really trust heaters especially pico ones but they're absolutely essential for animals from waters
 
Oh also get a therometer, there like $2. The tank should be between 75-80 degrees at all times.
