Lfs reccomended seachem reef dip and directions say to take a gallon of water out of the tank and dose that water.

I have a fluval 13.5 is there an amount I can dose instead maybe using like a litre of water?

Gallon is a bit much and annoying since I have to buy my salt water for now.

Recommendations? Does it need to be a gallon of water and 5 ml to work?
 
No. You can reduce to 1/4 gallon and dose water with 1/4 dip. It’s a general dose amount and all you need to do is keep the proportions correct.
Don’t go too small but reduction is fine.
