Seaklear phosphate remover

So I got a bottle of seaklear, i tested my water with hanna ulr and it read at 65 then the next day I tested the water and it was at 95ppb how did it just jump up I thought it was suppose to go down. I have a huge filter sock and a ok skimmer hooked up.
