Sealing inside of stand

I'm trying to make the inside of my stand as waterproof as possible. I bought some kilz to paint the inside. I plan on doing two coats. Maybe three. Does anything have to go on top of the kilz or could I just leave it as is and be fine? Do I have to lightly sand between coats? I also want to put something like silicone where all pieces of wood meet on the inside bottom of the stand just to make sure no water is going to leak out in case I have a small leak inside the stand. Should I apply silicone before or after painting? Is there a specific silicone that will stick to wood better or will any kind do? I have some silicone left over when I installed baffles in my sump so if I could use that, that would be great.

I did 3 coats just because i wanted to finish the can of kilz off if you get a leak you better find where its coming from silicone will help had a tank for over 30 years never put silicone in bottom of cabinet

Definately need a too coat. I use Precat epoxy from Sherwin Williams. You can use the silcone but it will need to be done after painting because its not paintable (Unless you prime with an oil primer first). There are plenty of other caulks you can get that are paintable with latex if you want to caulk then paint. Elastomeric or a siliconized acrylic are a few.
 
I've used Kilz a lot. It's a primer. It leaves a rough almost fine sandpaper like finish for a top coat to stick to. It also has some mildewicides in it. Because latex paint "feeds" mold and mildew. I would exchange it for the Kilz Original it contains shellac instead of latex. There is some odor as the shellac dries but it is a superior product. Then you can top coat with a good enamel. You want a semi-gloss or high-gloss finish for easy cleaning. I actually like using "boat" paint for moisture areas like interior of stands. Amazon sells it and of course marine supply as well. Make sure to use "pure" 100% silicone for caulking of the seams - after painting.
 
If you want to seal the cracks use caulk... you cannot paint over silicone, it simply will not stick. You could silicone after you paint if you want but you get a cleaner look painting over caulk. Kilz can be your final coat, no need in putting a finish coat over it. If you're painting bare wood, you may want to lightly sand after the first coat because some of the wood grain may raise up like tiny hairs. Sanding after the second coat isn't necessary, but you would get a smoother finish. Painting might not get a water tight seal, but it would definitely help protect the wood. If you really want it to prevent water from getting anywhere, check out a flex seal.

I redid a small section of the tiling in my bathroom a while back and had my first encounter with the waterproofing compound you put on underneath the tiling. In my case I painted the thick waterproofing compound and then placed a reinforcing fabric.

I was just thinking whether I should use this approach to paint and seal the inside of my stand.
 
Home Depot has a great paint for this. It's Rustolium 1-part epoxy, white appliance paint. Priming before helps coverage. It cures to a durable white glossy finish that's easy to wipe clean. Application needs to be outside or a well ventilated space, very stinky stuff.
