Sebae Anemone dying???

Hi,
I'm fairly new to marine aquarium, just under a year and I bought a sebae anemone two weeks ago. When I checked the tank this morning he was not in a good shape.
After 12hrs, still not much difference. So l guess it's not "anemone's water change "

Not questioning your experience.
But is it OK to tie that poor thing somewhere he doesn't want to stay?
If this is the last option, his foot is about 1.5" and what size and thickness of band you recon to avoid getting himself any damage?
 
I personally wouldn't try to rubber band the foot down. If it's unhappy, it's simply going to slip out of it and get further stressed. If it doesn't like the original spot you chose for it, you're just going to have to switch areas. Turn off the flow for a bit, dig a hole in the sand against a large rock, place the anemone down and rebury the foot. After a bit you can turn the flow back on. Also, based on the appearance of the foot, it looks like a long tentacle, not a sense. (Long tentacles are also sand nems so you're ok)
