Seeding a new saltwater tank

You really don't want that, unless you know your tank is clean. Easier to start fresh, instead of introducing thing's you don't want.

Also, there is starter kites listed by low to high

Bio-spira 10-20 Depends
Dr Tim 14-20 Depends
Red Sea Reef Mature. $25 - 35 Depends

Water will not bring much to the table a used filter pad or sock would have much more bacteria to seed. Live rock is great but brings the risk of hitchhikers and pathogens along with it's well known advanced filtering ability, flora and fauna. In the end only you can weigh the risk and advantages for your tank.
 
Usually the live rock bin of any self-respecting LFS has a layer of unsellable muck on the bottom.

Get a little of that - excellent seed material.

Offer to pay for it if they don't want to bother. It's worth at least $2-$3 a pound IMO.

And .25-1 cup would be plenty for about any tank I think.

P.S. I do mean muck - not rubble or sand. Tho those can be ok too. Prefer muck. :)
