Self made live rock?

I was wondering if it would be at all possible to get a large cage full of dry rock, drop it in the ocean at a marina, grab it 2 months later and sell it as live rock? This would be in Wilmington. I think It's perfectly legal but I was wondering if y'all saw anything wrong with that.
 
I could also just try to collect some rock that I found there
 
Never assume anything legal wise. Also, I probably wouldn't want rocks from that close to shore, especially at a marina (pollution, etc).
I was only concerned about the marina pollution. There are lots of fish and inverts living there though so it's not fatal... I am 100% sure it's legal btw

Live rock is very very porous that what makes it the foundation of people’s reefs it’s a filter in its self. Dry rock is dense so only probably only surface area getting covered but probably more time in the water than 2 months. But proper live rock is the real deal and you can buy it from different areas of the world if you’re willing to spend the money
