Semi new tank!

So my tank has been set up for 2 1/2 months now. It's a 40 gallon. I have a coralife protein skimmer65 and it's been doing a really good job. I have two powerheads if I'm not mistaken one is 500 gph and 900gph. I have about 35-40lbs of live rock. Since the tank been set up I been using RO/DI water and as for lighting it's a regular cheap light that came with tank.
As for water. My ammonia is 0 nitrite 0 and nitrate 5.0 ppm and ph 8.0
Anyways bring nitrate down and ph up??
My live stock is two ocellaris clownfishe and one yellow tail damsel. They seem to get just fine.
I got couple of hermit crabs and had snails but crabs killed. ( what's better to have snails or crabs?)

I passed the diatom bloom which it was not that bad now I'm at the Cyanobacteria "stage" I been taking pieces off from the tank and when I do water changes I try to syphon but my live sand is very fine and it sucks the sand as well. Any methods to fight against the bacteria?? Would more flow help?? I was reading that the tiger conch also help.
Also my water surface seems little oily? How can I get rid of it? Again, I read just point power heads up and it should break it but once I point the powerhead different position is there agin.
Also what are good ways to make the water crystal clear. I see there's a lot of little things floating around and it doesn't seem clean. Should I do bigger water change.
Instead of doing 10 percent week try to do 15% ??

Ok first off don't worrie about ph.

Your cheap lights could help cause algae in addition to you nitrates. Also need to heck phosphates.

You will need to move power head up on glass so it can be pointed straight and still agitate surface.

More flow and water changes will help with cyno

Could you post a pic to see how you have your powerhead positioned. What sucks about it it's that sometimes it makes moves the sand it makes
It cloudy. I'll be playing with the power heads and see if I can get a good position for them.
 
Yea I can but it will be much later. That is always an issue with sand beds. Basically turn power head on and move up till water starts to be agitated on surface
