So I am Setting up a Frag Tank.

How long should I wait before adding the Corals?

Once the Ammonia, Nitrite, and Nitrate are at 0 can I add them?

Or do I have to wait untill the Frag Tank is "Established" (Up and Running for a Certain Period of Time regardless of Water Perameters)?

Theoretically, could I put the COral Frags in right away if my Tank does not go through a Cycle?

You could put corals in right away if you use old tank water. But if you're using fresh saltwater you'll have to cycle it just like any other new tank.

So once it is Cycled and Ammonia, Nitrite, and Nitrate are 0 Corals can be added?

I ask because I was once told that you have to wait 4 Months before you can add any Tangs to a new aquarium.

I was also told before that you have to wait 1 Year before you can add SPS to an aquarium.

I was not told anything about other Corals though.

i threw together a frag tank a few months ago, used some LR rubble from my display for the sump, used 50% of the water from my display tank and 50% new water, had corals in it the next day and been running strong since. from softies to SPS
