Setting up a nano tank

Im setting up a 28 gal jbj nano tank for my wife. I have dr Tims one and only and ammonia. but then it dawn on me. I was about to do a water change on my 220 DT. Can I use the water ? Also I am taking 2 live rocks from the tank and I have 3 dry rocks and live sand. Also have a sponge filter that's been in my sump for almost two years. If I use all that I mention, do I still have to cycle .. I will be adding two clown fish from my DT and a yellow head that's kills my torch and hammer. Can I add them right away.?
 
You will always have some type of a cycle. If most is coming from your old tank it could just be a mini cycle. The 3 dry rocks you have are they done leaching phosphates? IMO I wouldn't use the old sand though.
