Setting up a refugium ??

I considering to setup a refugium for my 300 gln system ...my nitrates r set at 15 ppt and won't lower down no matter what I do which Is causing some algae outbreak ....
I hve this complete isolated chamber in my sump maybe around 30x10 meant to setup up a refugium but never got a chance ...now my question is how much light I need in this and what kind ..:I dnt want to spend money at lfs and buy a high tech reef light something that I can buy from lowes or Home Depot probably work with my pocket ...also how much cheato I need or start with small amount and eventually it will grow on its own
 
I've seen and im using just an indoor small led flood light 5k color temperature from Lowe's for the refugium. 30$bulb

Clamp on work light- CFL bulb=$15 Home Depot

Or

T5 work light Home Depot = $25

Baseball size chaeto is a good start
