Setting up new tank live rock question

In about 2 months ill be setting up my 210 gallon to be a reef tank. I just bought a 150 gallon complete set up from a small fish store that's moving for $200. Guess they didn't want to move it. Now this tank is pretty nasty . They're not using rodi water just tap water. It looks pretty rough.just all around pretty crappy set up. I just bought it for the rock. It comes with all the rock in the pic below plus another 55 gallon tank packed full of rock. For $200 I couldnt pass it up. Like I said though this stuff isn't in good shape. So when it comes to using the rock to set up my tank in a few months should I completely kill it water/bleach soak ,clean it , dry it and start new or should I throw is stuff in a plastic trash can with a powerhead and seal it up no light for a month or two and hope that takes care of all the crap on it?



 
Home depot has hard black plastic ponds for the same price as 2 , 55 gallon trash cans, and you can use your heater and powerhead pumps from the tank u bought.You could put every thing in it and have it ready to go.I had a friend do this and put fish in it to see if they were going to get along, so he wouldn't have to tear up his tank to catch a fish. I would use rubbing alcohol to clean stand and paint black, and youtube how to get scratches out of tank to sale it.
