Setting up QT tank would love advice

I got a EVO 13.5 as a QT tank and hoping For some input. I plan on inspecting and intervening only if needed.

I was thinking bare bottom with a few dry rock I have, included media, no power head and bunch of bioballs?

1) Should I add sand?
2) Should I add Rock?? I have about 2pds of cures dried left over
3) Should I use the base sponge and media?
4) Do I need a power head?
5) should I get a bunch of bio media?

Anything else??

This all depends on if you're setting up your QT passively for observation or actively to treat with copper, etc.

Just passive! Hoping to use it for fish and then coral.
