So I'm currently sitting at about 1.030 is this necessarily a bad thing?

It's not a good thing. Get it down to below 1.026. It depends on the animals your keeping, but it should be 1.021 - 1.026. Reef keepers keep it between 1.025 and 1.026.

im assuming the best way to do this is to take some water out and replace it with RO water?

Yup, it depends though. Do you have animals in there? If you do you might not want to do the change all at once, two days. Dropping salinity fast isn't as bad as raising it fast.

nothing in there but live rock only 1 week into cycling
