Is this safe??
 
Should I add more shims all along the edge.. the weight is on the edge of the tank not the middle . Correct?
 
The weight is better, spread out over the entire bottom of your stand, each time we stick in a shim, we lessen its ability to “spread” out the load.

SHims are for more minor adjustments.
The floor is not level, by at least 1/2”

Ideally, you should have support all the way around.

If the tank is small, not really an issue as much.

You'd have to scribe it to make it flat. It doesn't look like the bottom of that stand lends itself to scribing.

How far out of level is the floor?

No need to drain...Ya, that’s not big, but as you said, more support where possible.
Going to look crap.
