Should I be concerned?

Recently I have been seeing a bit of moss like (macro algae) forming on the rocks. My phosphate levels have creeped up a bit but I am addressing that separately (less food etc). Now I have noticed either black fuzz or almost a green moss (as pictured). Would a shrimp or other invert pick at is or what is the best method of removal.

Just a 2 Trochus snails and 2 margarita snails and a turbo
 
My hermits mowed down my hair algae. Time and maintenance will also cut it back. Just have to find the best medium of parameters for your tank and keep them stable.
