Worried about what? Is that rust inside a heater? If that's the question, I'd say yes, but not that it's going to do damage, just that it will probably stop working.. I'd get a new one VERY soon.

rust not a cause of copper?

I notice that is an Aqueon heater. They have an issue with water seeping into them. The salt water seeping in is usually the cause for internal rust.

Are you asking is rust a source of copper? Is there copper in your tank that you are worried about?

I would buy a new heater today and do a good water change if I was worried.

Copper typically corrodes green. That rust is not a problem for your tank but the end of the road for the heater.

Yes for all the above and also stray voltage. I would suggest replace ASAP
