Should I dose Phosphate?

Starting with some sand Dinos in places. My nitrates are at 20 but I am measuring 0 Phospate.

I feed heavy and my filtration is socks/skimmer. No carbon. Tank is 5 months old. Filter sock is changed every 3 days at present to try and keep nitrates down.

Should I try and bring my phosphates up by dosing?
 
What test kit measured the 0 PO4?

If the value is real, dosing would be ideal.
 
I don't have a Hannah ULR for it just yet but I've measured it on both API (i known these aren't great) and Salifert.

Looks abit more rust coloured and os stringy in places when compared to Diatoms. Dissappears when lights are out, no bubbles in it and cleanup crew dont seem to want to touch it. Guess I probably need to get a microscope.

If dinos are a concern, phosphates at least 0.1ppm can help.
