Shrimp Colony In A Reef Tank

I’ve always liked the look of a big group of cherry shrimp moving around a tank. Are there any saltwater shrimp that could be kept in a large group like that? I have a 25 gallon reef.
 
Not common as many are territorial. I currently have two coral banded shrimp and a fire shrimp in one tank and that’s pushing it.
Ive seen a large group of harlequins but at $50 each, Yikes.
 
I have 2 cleaner shrimp in the tank that stay in one area of the tank together and I haven't seen them fight over food. One of them was by itself for awhile before I added the new one. They seem more territorial to fish than each other.
 
I have two cherry/blood shrimp and a cleaner shrimp in my display, but my footprint allows for them to be territorial. Not sure on gender, but mine have been hanging out with each other after a month of being territorial.

Sexy Shrimp hang out together and would be fine in a 25g.
