Sicce silent adjusting flow

Kind of a dumb question but seemed to be having trouble adjusting the flow on the pump. I thought you could just twist the outside wheel but it’s not budging.

They sometimes seize
You may have to soak in water/vinegar blend and gently turn with pliers
