Sicce skimmer pump not working right

So I've got essentially a brand new eshopps s 12o skimmer that i only used around a week because my other skimmer pump burned out. Well during that time i managed to break the impeller after some algae got caught up in there and i had to order a new sicce pinwheel impeller. I installed it and when i fired it up it seems like its only half powered or something. There is nothing wrong with the pump or the impeller and the install inside the cone is pretty straight forward so i am at a complete loss as to why this thing is not functioning correctly. Pics to follow once i get my phone charged back up. Any insight is welcome.

Make sure no algae go into the air suction line and that it is firmly attached and not in the water.
Not sure if that model has a muffler, but make sure no water is in it.

I have not had happen with a sicce, but i have had a mag drive in my pond do this.

When the impeller broke i did not notice right away and the damaged impeller damaged the impeller hole just enough that there were minute scratches that caused the impeller to wobble ever so slightly. Putting your finger down the hole and feel feel for any rough spots or areas that are oblong.
