It's been like this for 3 weeks. Some clowns are worse than others. My hippo tang has some symptoms. But all fish appear to be affected by it by are still eating

I would do a formalin bath if really really bad or a rally bath before you out in qt to relieve the fish a bit....depending on what you have. Then qt amd treat for it...metroplex should take care of it along with keeping infections at bay....if the eyes stay swelling up you can always use Epsom salt

I just dealt with this yesterday. My fish and clowns didn't make it. They made it through a 5 min FW dip and a 45 min Formalin dip then I transferred them all to a QT I had ready with copper and seemed fine for the 1/2 hour I watched them but I had to go to the store and when I came back 2 where dead and the other clown died shortly after. So you need to monitor them closely maybe have a bucket or something with fresh sea water ready to move them again if you see real problems that way you can act fast.
 
I treated w 37% formalin at 1ml per gallon for 45 mins. The fish is now in fresh qt with freshly made water.

Should the mucous build up disappear immediately after treatment?

Did the fish look "clean" immediately after treatment or did it still look like this?
 
I would treat with copper for 30 days + metronidazole (ex. Seachem Metroplex) for 10 days. That combination will cover all 4 external parasites: ich, velvet, brook, uronema.
