Sick clown

As I was testing my water prior to my weekly water change I saw one of my clowns lying next to a rock breathing rapidly. My tank is 2 months old and the tests came back as follows:
Ammonia 0
Nitrate 0-2
Phosphate 0.00-0.02
PH 8
Temp 76.4
KH 7.5
Salinity 1.026

These parameters have been stable like this for the past month. Weekly water changes of about 33%.

The other clown is aggressive towards him since we got them. No spots or peeling he just looks pale.

He seems to be having issues swimming and even staying the right way up. I’ve got him in a container of freshly mixed saltwater to see if he recovers

I think moving him into freshly mixed saltwater might cause more harm - I personally wouldve taken some tank water since your parameters looked good and moved him into a QT tank with some filtration. Don't do that now, hope all goes well!
