Sick Fish in Quarantine tank

I have been struggling to successfully introduce a new fish to my tank. All of the recent fish I have acquired are dying in the quarantine tank. Right now, I have this Flame Angel which I've had for 10 days in a quarantine tank. He was eating great from the beginning and swimming around like normal. After a couple of days, I noticed white spots on the fish and began introducing Coppersafe. Now, after a week of treatment, he's not looking good. In desperation, I tried a fresh water dip (5 minutes) today. I don't know what to do, or what I might be doing wrong. It's been the same for the last 5 fish I've brought home. Any advice would be appreciated.

Those spots look like ich. What is your copper level and how are you testing. There is also something going on with the eye. Could be lympho or some sort of infection.
 
I am doing a 50% water change every two days, trying suck everything off of the bottom. And then dosing the new water per bottle instructions. I have a Hanna copper tester coming.
 
Have all these fish came from the same source?
Yes...the local fish store. The fish that I have in the display tank are all from this same store. But, I must admit, I have lost more fish in the quarantine tank than I have moved into the display.
