Sick Seahorse

My seahorse is sick. He only wants to float at the top of the aquarium and he is not eating. My water parameters are good. I am not sure what to do to help him. Any ideas would be much appreciated. Thanks.

The tank is 2 months old. He was eating mysis shrimp. He just started floating yesterday.
