Simp/Refugium question

Picked up this tank that someone was DIY into a sump. Can someone help me understand the design intent (water flow) that the previous owner had in mind? I am a newby so any help would be awesome.

Section on the left return pump. Section in the middle Refugium. Section to the right tank overflow, filter socks, skimmer.
 
Actually I dont think the above is correct. Judging by the amount of silicone in the left chamber I would say it was for a filter sock holder of some sort. Middle would be for a skimmer with that last baffle to the right setting the water level for the skimmer then the right chamber for a return pump.

This seems the most practical however I think the intake was on the left since if that glass is sealed above then how can you fit a pump? Also the far right looks like the water would be very shallow... maybe the glass is broken.
 
Didn't see the horizontal piece of glass in the section on the left.
 
Appreciate the responses. Not sure I am going to use it. I was wanting 3 section Sock/refugium/protein skimmer setup.
 
If it were me, I would cut all of that stuff out of there, clean it up and build it like I wanted it. If you want to make it look nice, you can always add a sump kit like one of these.
 
I would do what Fin said. the size of chambers and water level would not be to my liking.
 
If the second baffle from the left is notched out like it looks like it is. Couldn't you just remove the horizontal piece of glass and run it the way I said in my first post?

Maybe but that 2nd baffle from the left would determine the water level throughout the sump. Rendering that first all the way to the right useless. As long as the sump can hold the extra water after the pumps turn off then you could use it. Just would have to raise the skimmer with something
