Single dottyback tank?

I probably could have just taked this on to my last thread (sorry)
I currently have removed my neon dottyback from my main tank and it's quarantining in penance for it's MANY sins.

My mom is kinda attached to the @--hole and we are thinking of building her a small tank that will be just for him, alot of sites suggest that they need a 30 gallon but always mention that it's because it needs room from tank mates. How small of a tank do y'all think would be probable if he is just chilling alone with a frag or two of Sps (or maybe a small zoa colony, moms still deciding) and a clean up crew. I was thinking of just getting her a fluval sea and calling it a day. But is the 13.5 realistic for a fish that could be just over 3" I know ppl keep pairs of clown in them or small gobies groups. I'm thinking it will work because the neon is a rock dweller as long as we build him a scape with lots of holes he should "in theory" be fine, I could use a more knowledge opinion.

I personally wouldn’t go anything under the size of a RS Max Nano. They’re relatively active as well as aggressive but if it’ll be the only fish then it should work.

Turns of mom had had a 35 gallon fish tank stashed away in the garage for.... Moon only knows how long, and she even got a fluval canister for it that's never been open lol. Water tested it and it holds so dotty is going in that.
With that big what do y'all think for a tank mates?
A single damsel, pair of clowns, cleaner goby and maybe watchman or other sifter goby after bed matures? -would probably put them all in at once (except sand goby) then add dotty after two weeks or so-
Anything I could add or should take out?
Will figure out corals after a bit. Want to get tank filled/cycled (will seed from my tank it's not old but have awesome pod population and great growth) and fish sorted first, so dotty doesn't go mad in his penance tank, it's a bit cramp.

Opinions? Reconditions?
 
I have a neon dottyback a clown and a yellow watchman/pistol pair in my 13.5. They’re good with each other and have enough room. so I’d imagine a 13.5 all for the one dottyback would be fine.

I think you would be best off with goby/blenny type tankmates. My damsel and dotty don't love each other, but have more room to get away. Neon dottys can be pretty mean. A pair of clowns may hold up okay.

It's a 30"L × 24"H × 12"W not a lot of width to work with so gonna have to figure out how to scape up, have about 25lbs of small rock on the way as well as 10lbs of scrap rock from Last tank. Hopefully we can figure it out with enough mortar lol.

I'll definitely think on the damsel. Blenny would be a great addition! I'll show mom some subtitle types! Thanks
