I'm setting up my JBJ ATO I have the RO water on a cabinet as shown in the picture I want to place the aqua lifter pump in my aquarium cabinet next to the sump but it creating a siphon. I understand the pump has to be about the inlet tube but is there anyway to remedy this?

Not sure I understand the question, but the aqualifter will not pump up 4 feet. It has a very low head pressure. It will only pump up or down about 2 feet.
 
With a aqua lifter you have to have your supply at or below the level of the destination. It is a lifter, and does not have any way to stop gravity from pushing water through when it is not running. If you really want to keep your RO water above your sump, then you are going to need to go to a peristaltic pump, which do now allow flow when they are not running.
 
I'm not sure I completely understand the problem, but wouldn't a solution be to have the tube feeding the sump higher than the highest water level in the ATO reservoir?

Perhaps a loop behind the tank out of sight.

This may go without saying, but make sure the ATO feed tube in the sump is not emerged in the water.

The loop wont solve it, as we are talking about a siphon being formed, the weight of the water on the downward flow to the sump will pull the water from the supply.
There are only two ways to solve it,
1. A Pump that prevents flow when it is not running.
2. A mechanical float valve in the sump to stop the flow of water at a certain height.

If you opt for #2 then you should just get rid of the aqua lifter all together, and have a simple gravity driven ATO.
