Sixline Wrasse Dying?

Sixline Wrasse went missing for almost 2 days after I added some new rock, and rearranged some stuff. Looked EVERYWHERE, couldnt find him, now, one day and a half later, out of the blue I saw him lying down breathing heavy (first video and next pic), and shortly after he snuck right back into the crevice he mainly hides in.(last pic) what the heck is going on????? Where did he come from where has he been??????

All I can see is the rapid, deep breathing. That is a symptom of a few different problems.
How long have you had the wrasse?
What other fish do you have?
Are they showing any symptoms?
A pH of 8.6 is really high, but I’d suspect your testing equipment….

As Jay just stated, I suspect water issue and false readings.
How long has tank been running ? What test kit(s) are you using ?
 
Other inhabitants fine? I see a clown there. If everyone else is happy I am not sure water chemistry is the answer, it could be a sickness and hope it ain't a contagious one.
