Skimmer 50% puff

Why does my skimmer puff (foam) 50% of the collection cup?

How can I make it more consistent? It runs wet, but when the cup reaches 25% full, it starts making dry foam that will eventually pop off the lid if i dont clean it sooner.

I keep the pump on 100%

Should the water line in the skimmer neck be higher or lower to reduce the foam?

The skimmate looks fine. Add a drain hose to the bottom of the skimmer cup to drain off the liquid and solve the problem. I bet there's a fitting for a hose already there
