I have a 250 mix reef with 75% znp and 25% sps which I'm running with an ATB 10.5 at the moment rated for 590g which I have no issues with ,but I'm setting up a 300g SPS tank that I'm planning on switching my ATB 10.5 on.

I recently purchased a Vertex IN 280 which is rated for 280g that my local fish store promised me that it would be enough for my 250g at the moment. I do have 300+# of live rock and my sump which is a 75 gal but I calculate that the sand, rock makes the volume of water less not sure of how much? I calculated 291 gallons and that's not including the sand which is 3 inches and 300# LR which makes the volume less....

Is this skimmer to small for my 250 or should it be ok with it? Does anyone run a IN 280 in this size tank and had success with it? Now is the time to make a decision of returning it back and getting a different skimmer or will this skimmer will do its job for my 250? Any advice will be appreciated.

I advise putting in a skimmer rated at twice the water volume. I would think you would have issues with one rated right at your volume. And if you didnt have any issues with the monster you have, i don't think you'll like the other.
