Skimmer and sump water height

i am a little confused as to why the two matter is it the height of the intake of the skimmer? That so much water needs to be in the sump. If that is true then why do I see some with a stand under the skimmer?
I know that the skimmer needs to fit inside the sump but confused about height requirements

Some skimmers because of design need a minimum water level to work properly.the manufacturer usually states this level about their skimmer.if you sump is set too deep just build a rack out of egg rate to obtain the best level.

+1...what @pondman said. Also make sure you leave ample room in the sump to handle back flow if the pump loses power.

Thanks Guys would the refugium handle the overflow. I'm looking at a Trigger systems Emerald 26 for my sump under a 65 gallon tank
Any suggestions for a skimmer, Ive looked at so many of them. I like the waveline DC2500HP for a pump but I also have a RIO 2100

I have 6 skimmers laying around

I was looking at this one or one a little higher to either go with trigger system Emerald 26 or the ruby 30 sumps

The reef octo classic 110 is a decent skimmer.

Twilliard if you have skimmer just laying around you would happen to have a ASM g3 collecting dust that I could trade you some green paper for
