Skimmer break in

Is this normal for it to keep overflowing the way it is for two days? Current water height is 7” exact , recommended height is 6.5”

Took offf the collection cup and opened up the outlet all the way that has some what with the foam but it still is getting quite a bit, never dealt with this type of skimmer not the size that’s why I am unsure if it working properly. Just trying to break it in but I think I am going to leave it off for about a week and see what happens
