Skimmer bubbles never reach cup on new tank

Are you able to ramp the DC pump up and down? Does the water level fluctuate between the highest and lowest setting?

Yes, I can both hear, and see a slight change in water level inside the skimmer when changing the DC pump level. Though at the highest setting, it's only probably 3" more than the lowest setting.

One thing that's interesting, the bubbles don't really go very far up. So maybe the water level inside the skimmer is OK, but there's something wrong with the bubbles? They're not really stacking on each other much...

I'm going to take a photo / video.
 
As far as the bubbles go, I would contend that there's nothing wrong with your bubbles. They aren't sticking together much because you don't have enough dissolved organics in your system since you're still cycling.
 
Attached is a photo of the skimmer with the DC pump all the way up and the bypass valve adjusted all the way closed (I guess?)
