skimmer bubbles

Hi, I bought a used euro-reef skimmer (rs 135) and am having trouble getting the bubbles to go to the top. The skimmer is 9 inches deep in 11.5 inches of water. I've adjusted the air knob in various settings but with no success (been trying for 5 days). Any thoughts?

Wedge pipe not broken or modified?
Wrong/weak pump or impeller?
If you block all air intake does it over flow into cup?

yes if I block the air it flows into the cup

If you close off the wedge pipe(outlet) does water flow into cup?
The pipe with the sponge should turn to close off out flow and raise water level in skimmer.

possibly lower the skimmer deeper into the water?

the pipe with the sponge telescopes higher and this makes the bubbles go higher- I cant get the pipe to stay up however

Wrap the pipe in Teflon or put a o-ring on it to give it some friction to stay up.
