Skimmer Cup Overflowing?

I haven't been able to find an answer to this: my skimmer is overflowing with foam, not water. The skimmate is pretty dry, but it doesn't settle into a liquid. Instead it foams out of the cup (pictured below). Would someone be able to offer some advice as to why this might be?

The skimmer is on a stand in about 6" of water.

Have you checked to see what level the water should be for that brand skimmer? Seems to me that it needs to be lifted or adjusted a bit.
 
Could something possibly be blocking the water output? Or have you added any chemicals to the tank lately?
 
Nothing added to the tank or anything. The part that bothers me is the bubbles are not collapsing to form skimmate in the cup. They are expelling out the air holes in the lid, and sometimes around the seam between the lid and cup. This foam is excessively dry.
