Long story short. Cloudy water for several days. Added Chemiclean a little less than called for and flooded over board. Per instructions carbon is turned off. power heads are on. Skimmer is on now, but clearly an issue. I have a large air stone providing oxygen, but withe the Chemiclean it seems like over kill.

Sump foam overflows if skimmer is located near sump wall. Otherwise foam flows into return sump is sent back to display

what are you thinking the cloudy water is from? bad source water?

first step major water change with 0ppm RODI. second step put activated carbon back online. powerheads should be running 24/7, turn skimmer on and let overflow into the sump until the bubbles receed. then skim as normal....if skimmer still an issue you may need to raise it up out of the water a bit.
a quality GAC should be all you need to clear up the water. chemi clean isnt necissarily needed but some people swear by it. i used to love it when i had a nano tank.

What color is the cloudiness?

White can be a bacterial bloom or a overdose of calcium hydroxide.

Green is a algae bloom.

Chemiclean is used for cyanobacteria and will cause your skimmer to overflow for several days. Take the collection cup off and let it overflow back into your sump or turn off the skimmer if you don't have a sump.

Do a small water change in a couple of days and it will settle down.
